Aware of the need for the working class to fight for its economic interests, the congress decides:

1. Primary organizations regularly cal­cu­late the cost of labor for their area and submit to the WFL press for pub­li­ca­tion and distribution;

2. Each primary organization, on the basis of data on the cost of labor, draw up a collective agreement for any enterprise and proceed to the struggle for its conclusion. Use extracts from the collective agreement, leaflets, special issues of the WFL press for cam­paig­ning.
